In open world, the wind rotates in a counterclockwise fashion, wind moves every 30sec, at a rate of 90° every 12 minutes or 48 minutes for a full 360°.

In battle instance, the wind is changing direction in random intervals clockwise or counter-clockwise.

Wind speed (force) is constant without variation.
